East Java Authorities Want to Close Surabaya's Dolly's Red Light District

Surabaya. Authorities in East Java are calling for the closure of Surabaya's notorious Dolly red-light district, arguing that it is a center for the spread of sexually transmitted diseases.

East Java Deputy Governor Saifullah Yusuf said that if the city administration failed to close the complex, which is often referred to as one of Southeast Asia's largest red-light districts, it would be partly to blame for the spread of disease.


"If the city administration does not immediately close down this red-light district, it will be held responsible for the spread of HIV/AIDS," Saifullah said, adding that the administration would also have to take care of those infected by the disease.

He said it was the Surabaya municipal administration that had the power to close down the red-light district, while the provincial government could only help in providing counseling for the sex workers and reintegrating them into society.

He cited the case of the Jakarta city administration, which managed to close a major red-light district in the capital, Kramat Tunggak, in 1999. The area, which used to be home to about 1,650 sex workers, has since been turned into an Islamic center.

"They can close down Kramat Tunggak, why can't Surabaya do the same here?" Saifullah said.

Dolly is a couple of streets and an alley in the midst of a residential quarter near Surabaya's Tanjung Perak Port. Its name is believed to have come from Dolly van der Mart, a Dutch madam who operated a brothel there in colonial times.

Dolly, and Kramat Tunggak before it was closed, operates under a loose system the government calls "lokalisasi" — which roughly translates as prostitution-tolerant zones. Its operation is recognized by the government, which derives revenue from taxes and other levies there.

Saifullah's suggestion was immediately met with resistance and opposition from the sex workers as well as workers in the surrounding neighborhood whose livelihoods are closely linked to the trade going on in Dolly.

"The sex workers are deeply concerned. If the complex is forced to close down, what are we going to eat?" said Budi Gombloh, a coordinator for the Association of Red Light Workers.

Budi said Dolly was not just about sex workers but also sellers of various goods and services that support the red-light district's operations. "The government must provide us with job opportunities first. Any plan to relocate Dolly should be thoroughly prepared."

He said the closure of Dolly would have a multiplier effect as thousands of people depended on the complex for their living.
